CoastRegistry TestRegistrar supports two types of approvals, 1) Approve-first, pay-later and 2) Pay-first, approve-later.

The default is the second choice (pay first). In this flow of operations, it is assumed the test will be approved so we take payment first, so that the Test Chair persons don't have to chase applicants for payment. As far as approval is concerned, we are actually looking for a "deny" rather than an approval.

In the Approve-First workflow, we wait for approval from Coach and Test Chair before sending the applicant a request to pay.
